DIDACTICS

There are two new courses offered in Romanian and Russian by dr.hab., prof.univ. Beniuc V. and dr., associate professor Golovataia L. at IRIM Institute of International Relations of Moldova within the framework of the project MIGIEUS. Their scope covers the issues of international migration and immigration policy in the European Union and its Member States. The courses are dedicated to IRIM II Cicle/Master students, but anyone interested can participate in the classes (maximum number of participants: 25-30 students).

(I) Migration as Security Challenge in European Union

Objectives:

  • Making students aware of the main problems and challenges in the area of contemporary and future international migration movements.
  • Introducing migration as a complex and multidimensional research problem, which can be presented in its fullest only through the inter- and multidimensional scientific approaches.
  • Increasing students’ awareness of the fact that creating a well-defined and consistent policy in the area of migration and asylum within the context of EU membership is necessary to face the current and future migration challenges and their multidimensional consequences.
  • Teaching students to become keen and independent observers and to recognize the importance of the issues connected with international migration, their multidimensional causes and consequences for modern states sending and receiving migrants.
  • To examine the nature of security and migration, that have several connotations: they are together can be threat, protection or an opportunity

  2. International migration as a complex and multidimensional research problem in inter- and multidisciplinary approaches. 6 hrs
  3. Theoretical foundations of security influenced by migration processes. 4 hrs
  4. Patterns of development of migration processes and their impact on economic security. 4 hrs
  5. Methodology of strengthening economic security in the migration policy framework. 4 hrs
  6. Key tendencies of migration. Challenges concerning the research on migration. 4 hrs
  7. Europe/EU on the world migration map. 4 hrs
  8. State and migration. Borders. Citizenship. Nationality. Minorities. Diaspora. 6 hrs
  9. Migration policy – scope, goals, assumptions, mechanisms and tools, stakeholders. 6 hrs
  10. Immigration versus emigration. Immigration policy versus emigration policy. Immigration and integration of immigrants. Immigration policy and integration policy. 6 hrs
  11. Migration versus Security: risks of illegal migration as threat of economic security. 6 hrs
  12. Migration for Security: Legal Migration as Opportunity for Social Security. Optimising Economic Output. 6 hrs

2nd Cicle, 1st year, 1st semester.

(I) Миграция как вызов безопасности в Европейском Союзе (in Russian)

Цели:

  • Информирование студентов об основных проблемах в области современных и будущих международных миграционных движений.
  • Представление миграции как сложной и многоплановой исследовательской проблемы, которая может быть представлена в полном объеме только с помощью многомерных научных подходов.
  • Повышение осведомленности студентов о том факте, что создание четко определенной и последовательной политики в области миграции и убежища в контексте членства в ЕС необходимо для решения текущих и будущих проблем миграции и их многоплановых последствий.
  • Способствовать заинтересованности студентов к стремлению независимого наблюдения и осознанию важности вопросов, связанных с международной миграцией, ее многоплановых причин и последствий для отправляющих и принимающих мигрантов государств.
  • Изучить природу безопасности и миграции, которые имеют несколько коннотаций: они вместе могут быть угрозой, защитой или возможностью

Целевая группа: магистранты 1 курса

Тема 1: Введение в международную миграцию. Ключевые термины и определения, права человека

Тема 2. Международная миграция, как сложная и многомерная исследовательская проблема в междисциплинарных подходах. Источники информации о миграции населения

Тема 3. Теоретические основы безопасности, и влияние на них миграционных процессов (на примере Европейского Союза)

Тема 4. Модели развития миграционных процессов и их влияние на экономическую безопасность.

Тема 5 Укрепление финансовой устойчивости и экономической безопасности в рамках миграционной политики

Тема 6: Основные тенденции миграции. Научные подходы исследования миграции.

Тема 7. Европа / ЕС на карте мировой миграции.

Тема 8. Государство и миграция: границы, гражданство, национальность, меньшинства, диаспора.

Тема 9. Миграционная политика – сфера охвата, цели, допущения, механизмы и инструменты, заинтересованные стороны.

Тема 10. Иммиграция против эмиграции. политика интеграции

Тема 11: Европейская стратегия национальной безопасности и обороны

Тема 12. Миграция в целях безопасности: легальная миграция как возможность социального обеспечения. Оптимизация экономического производства.

(II) EU Foreign, Security and Defense Policy / Politica externă, de securitate și de apărare a UE

Objectives:

  • to understand the importance of the EU as an actor in international relations, security and defense;
  • to identify the institutions of foreign policy, security and defense policy;
  • to emphasize approaches to security issues and defense policy;
  • to determine the most important challenges (eg, Middle East, Russia, migration, energy, climate change) in achieving foreign policy, security and defense policy;
  • to examine the mechanism of decision-making in foreign policy, security and defense policy;
  • to comprehend the role of Member States of the EU and of third parties outside the EU in the development and exercise of EU foreign authority;
  • to highlight the advantages granted by the EU for Moldova Association Agreement with the European neighborhood policy implementation.

Needs:

  • provides access to conceptual and theoretical understanding of the integration involved into European foreign, security and defense processes;
  • understanding of foreign, security and defense policy of key EU member states such as France and Germany;
  • Moldova-EU cooperation requires specialist knowledgeable about the mechanism of promotion and carrying out foreign, security and defense EU policy;
  • participation in the formation of a more competitive Europe.

 

Target group: the 1st year master students

Methodology of lectures and seminars deals with such teaching materials and ICT technologies: Power Point and Prezi presentations, visual aids, printed handouts; student involvement: interactive discussions, debates, surveys, case studies. The students will be familiarised with relevant webpages of the EU public institutions.

9 The EU „Effective multilateralism” and relations with the UN, NATO and OSCE – 6hrs

  1. The dimensions of the EU „hard power” and „soft power” in relations with international actors – 4 hrs
  2. The ratio between the European security and defense policy and national interests of the Member States- 4 hrs
  3. EU foreign policy relative to other powers and neighboring countries (Balkans, Eastern Europe and South-East) – 4 hrs
  4. European neighborhood policy and the management of the frozen conflicts (Nagorno-Karabakh and Transnistria)- 4 hrs
  5. EU – as an actor of international security: the prospect of becoming and strengthening – 4 hrs
